Catoosa County school board asking for community input on possible new governance structure

The State of Georgia is requiring school systems in Georgia to choose a governance structure by June 30, 2015. The Catoosa County Board of Education is holding a Community Engagement Meeting on April 30, 2015, at 6:00 p.m. in the Colonnade Theater to discuss the new governance options.

The three options are: Status Quo system, Investing in Educational Excellence (IE2), or Charter System. 

Status Quo: 

  • The school system’s governance structure does not change.
  • The district loses current freedom from State Board of Education rules and Georgia Department of Education guidelines. 
  • The district has limited flexibility to determine innovative programs. 

Investing in Educational Excellence or IE2: 

  • The local district has a performance contract with the State Board of Education, and the Governor’s Office of Student Achievement sets achievement targets and conducts performance monitoring. 
  • The district receives freedom from State Board of Education rules and Georgia Department of Education guidelines. 
  • The district gains flexibility to determine innovative programs in exchange for achieving performance targets set by the Governor’s Office of Student Achievement. 

Charter System: 

  • The local district has a charter from the State Board of Education and commits to school-level governance teams.
  • The district receives freedom from State Board of Education rules and Georgia Department of Education  guidelines. 
  • The governance teams in each school have decision-making authority to determine innovative programs for the school and to monitor the achievement of school improvement goals.
